OpenAI's April 2024 case study on Moderna states a target most enterprise rollouts leave implicit: 100% adoption and proficiency within six months for every employee with digital access. Two months in, the counts were 750 custom GPTs, 40% of weekly users building their own, and 120 conversations per user per week. The legal department reported 100% adoption.
The groundwork was mChat, an internal chatbot on the OpenAI API adopted by more than 80% of employees in 2023. That gave Brice Challamel's team a baseline for comparing mChat, Copilot and ChatGPT Enterprise before doubling down on the latter.
Dose ID, a GPT that analyzes clinical data for vaccine dose selection, remains an aid to human decision. Brad Miller, CIO, framed the failure rate: 90% of companies want GenAI, 10% succeed, and the failures never built the mechanisms to transform the workforce.
Stéphane Bancel's line, that the old biopharmaceutical way might need a hundred thousand people where a few thousand can work with technology and AI instead, is what carried the deployment beyond the company.
By June 2025 Tracey Franklin, who joined in 2019 when the company had 800 employees in Massachusetts, was running People and Digital Technology, the merged HR and IT department, across 5,000 employees and $3.2 billion in revenue. The OpenAI partnership had produced 3000+ GPTs custom, four times the 750 documented a year earlier.
Franklin calls the traditional split between talent and technology "increasingly outdated", while treating AI agents as an accelerator whose success depends on data, governance and change foundations.
