America's AI Action Plan

America's AI Action Plan was unveiled by the White House on 23 July 2025 under the title "Winning the AI Race", presenting more than 90 federal policy actions organized around three founding pillars: accelerating innovation, building American AI infrastructure, and leading international diplomacy and security. It descends directly from Trump's January executive order "Removing Barriers to American Leadership in AI".

The specifics carry the argument. Pillar one ties federal procurement to ideological neutrality: the state contracts only with large language model developers whose systems demonstrate objectivity and are free from top-down ideological bias. Pillar two treats permitting for data centers and semiconductor fabs as a bottleneck, alongside national initiatives for electricians and HVAC technicians. Pillar three has Commerce and State assembling full export packages (hardware, models, software, applications, standards) for allied nations. Michael Kratsios, David Sacks and Marco Rubio framed it in the language of a race that must be won.

What keeps the document in circulation is its function as a counterweight. Xi Jinping's WAIC 2026 opening speech in Shanghai on 17 July 2026 argued for multilateral AI governance centered on the global South, and WAICO, signed by 29 countries the day before, drew no major Western economy. Dean W. Ball, reading the Chinese open-weights model Kimi, suggests American export controls may have produced Chinese open weights as an unintended byproduct. The plan's "trusted partners" architecture assumes the alliance it is trying to build.
